How to Log In to Korean Government Websites 본인인증 · 로그인

Almost every online certificate starts with a login. Here is what works for foreigners — and why a phone in your own name matters so much.

At a glance

You need
Residence card number (외국인등록번호), and usually a Korean phone in your own name
Methods
Simple authentication (간편인증), financial certificate (금융인증서), joint certificate (공동인증서), mobile ID
No Korean phone?
Use the counter: 주민센터, tax office, immigration office

Say it at the counter

I don’t have a phone in my name, so I can’t get it online.

The four ways to prove who you are

MethodKoreanWhat you need
Simple authentication — approve the login in an app you already use (Kakao, Naver, Toss, PASS and others)간편인증The app set up with your residence card number, and in most cases a phone contract in your own name
Financial certificate — a cloud certificate from your bank금융인증서A Korean bank account and the bank’s app
Joint certificate — the older file-based certificate, also from your bank공동인증서A Korean bank account; the certificate file on your computer or phone
Mobile ID — including the mobile residence card모바일 신분증The 「모바일 신분증」 app and a phone in your own name

Gov24 accepts all of these. Most phone-based methods check the name on the phone contract, so a prepaid SIM or a phone registered to a friend or your employer usually fails. If that is your situation, ask your bank for a financial certificate, or go to the counter instead.

If nothing works

Almost everything in this guide can also be done at a counter — usually the community service center (주민센터) of your area, the immigration office or the tax office — with your residence card or passport. Counters sometimes charge a small fee that online issuing does not.
