How to report
Either the tenant or the landlord can file alone, as long as the contract is signed by both.
- Online: the Real Estate Transaction Management System (rtms.molit.go.kr). It currently supports simple authentication only (not the joint certificate), so you usually need a phone in your own name.
- In person: the community service center (주민센터) where the home is, with the contract and your residence card.
The fixed date (확정일자)
When you report with the contract attached, the fixed date is given automatically and printed on the report. If you do not need to report, you can still get a fixed date at a 주민센터 (₩600).
How your deposit is protected
- Move in and report your address — for foreigners the change of address report counts as the moving-in report. Protection against new owners starts the next day.
- Get the fixed date — this gives your deposit its place in line if the home is sold at auction.
Do both on the day you move in. And before you sign, check the property and building registers.
